In addition, VMAPIS has more than 30 years' experience and expertise in corrections operations, management, and executive-level administration experience in budgeting, labor relations, custody and security, incident management, executive review of the use of force, and audits and compliance. 

 

VMAPIS has prior career experience supervising and conducting internal affairs investigations involving both criminal and administrative misconduct allegations against sworn and non-sworn personnel for the state's largest law enforcement agency.

Legal Compliance Requirements

Senate Bill 1454 takes effect on July 1, 2025, as Business and Professions Code Section 7524. This new law introduces important changes to how Licensed Private Investigators handle contracts, investigative reports, and recordkeeping as licensed private investigators in California.

VMAPIS will always follow California licensing requirements and all Federal and State Laws. Compliance with BPC Section 7524 requires the following:

Before starting any investigation, a written "Agreement" must be signed by both the private investigator and the client "prior" to any worked performed or services billed.

This "Agreement" must include all of the following:

  • The Name, Business Address, Phone Number, and License Number of the investigator

  • Disclosure that private investigators are licensed and regulated by the Bureau of Security and Investigative Services (BSIS) within the Department of Consumer Affairs

  • The approximate Start and Completion dates of the work to be performed

  • A clear description of the Scope of Services the investigator will provide the client

  • Whether or not a written report will be provided, and if so, the agreed-upon delivery method (e.g., via email, printed hard copy by mail, courier delivery, or hand-delivered to the client’s office)

  • A List of all Labor, Services, and Materials to be used for the investigation

  • A Detailed explanation of the Fees Structure, including a breakdown of how charges are assessed

  • Any additional terms agreed upon between you and your client

Services listed in the "Agreement" may not be performed, and charges may not accrue, until this written authorization is in place.

Business and Professions Code 7512 refers to the "Private Investigators Act" in California

Payment Fee Structure

At VMA Private Investigative Services, LLC we offer a clear and professional fee structure designed to meet the diverse needs of individual and corporate clients.
 

Investigative Services:
All investigative services are billed at a competitive hourly rate. These services are customized to each client’s needs and may include background investigations, skip tracing, and fact-finding related to civil or criminal matters.
 

Consultation Services:
Consultation services—especially those involving prison conditions, offender litigation, institutional policy analysis, or expert review—require a retainer agreement and are billed under a separate hourly rate structure. These services are typically billed at a higher rate due to the depth of expertise, strategic planning, and specialized knowledge required.
 

We are committed to transparency and will provide detailed billing expectations as part of our engagement process.
